MINUTES FROM THE REGULAR MEETING

OF THE PORT OF HOODSPORT COMMISSION

April 10, 2012

Approval of Agenda:  Commissioner O’Laughlin made a motion to approve the 4-10-12 meeting agenda. Commissioner Petz approved.

 

Minutes: Commissioner O’Laughlin made a motion to approve the minutes of March 13, 2012. Commissioner Petz approved.

 

Vouchers: Commissioner Petz made a motion to approve the Vouchers March (2of2), March (3of3), April (1of1) & Commissioners 1st ¼ payroll, Commissioner O’Laughlin approved.

 

Public Communication: 

Mary Mead had concerns regarding quads and trail bikes accessing the Hoodsport Trail Park from DNR land.  Scotch broom is a big issue at the Trail Park, Krag said the 4H group can help eliminate the Scotch broom.

Krag Onsold from the WSU 4H program previewed the Hoodsport Trail Park prior to our meeting.  He had good feelings regarding the health of the forest & discussed debris clean up, limitations by the 4H crew using power tools. NW Land & Tree will clean up debris & re establish trails. 17,000+ trees will be replanted by the forester. Possibilities of erosion control could be the use of mycilium & native ground cover for re vegetation. Krag will contact & coordinate purchase of native plants & get back to the Port with a plan for stabilization, clean up & a new map.

 

Commissioner Reports:  

The Hoodsport Trail Park was walked by Commissioner O’Laughlin, Krag Onsold & Forest McCullough who stated 80% of the trees had ‘Root Rot’ and the vegetation & natural decay will provide nutrients in the soil. The upper trail has some beautiful large trees & is opened up for more trails; It was determined where new trails would be placed. The lower trail will have a wide area possibly accessible by wheel chairs, there will be more picnic tables, log benches along the trail,  interpretive signs and they will be leaving some of the stumps showing signs of root rot as a visual aide in educating the public. There will be approximately 6 trees planted for every one removed.

 

 

Port Maintenance Reports: Discussion on vandalism to the Marina dock & park. On April 4th, middle school kids were seen crossing the highway going toward the dock late at night, the next day several burn marks were discovered on the grass, the cover to the hose on the dock was kicked in & bird wire was ripped down.  Commissioner O’Laughlin suggested reporting measureable vandalism immediately to the Sheriff’s department and to look in to installing surveillance cameras at the dock.  Discussed replacing pier tops to discourage birds, repairing the bird wire & shaping the Christmas tree.  Due to summertime hours & daylight, the bathrooms will be open from 8am – 8pm, IGA agreed to open & close the temporary restrooms.  Discussed Spring projects, flowers will be ordered for the Marina Park & planters on the Port property. Marina beautification project will resume with sprinkler installation, grass & flowers.

 

Port Operations Manager Report:

Discussed the Sani Sailor boat pump out grant, it was determined the Port would respectfully decline the grant money due to a pump out located on the Union Marina, lack of usage & repeated vandalism.  The ‘All Ports’ meeting will be held in the meeting room of the IGA at 6pm on May 22nd after the regular commission meeting.  This is not an official meeting; it is a workshop only to share areas of concern and a work session to discuss mutual concerns where no formal action will be taken.  The Newsletter was reviewed and approved to publish on the Port of Hoodsport website with a copy posted in the Port office window.  Discussed the restoration timeline of the Hoodsport Trail park, NW Land & Tree should be finished removing diseased trees by the end of April with debris clean up and trail restoration to follow.  A resolution will be signed to move revenue from the trees into a line item specifically used to re store the Hoodsport Trail Park.

Budget:    Review of Expenditures/Revenue for the month ending March 2012 (These were unavailable and will be reviewed in the next meeting)

 

Old Business:

 

  1. Discussion/Direction Regarding the Septic Design, Temporary & Permanent Restroom Projects: 

Septic Design:  Commissioner Petz & the architect are moving forward as per requirements made at the pre conference meeting with Mason County.

Permanent Restrooms:  CXT Montrose is the consideration.

Temporary Restrooms:  Up & running & being monitored.

Commissioner Petz summarized the current tasks in the process of the Permanent Restrooms.  Approval of the shoreline variance – hearing set for April 24, 2012, Approval of the property line variance, Finalize Easement, new Geotech Report, Final review of the septic design based on  restroom design & pumping records. Bid packages will be prepared, Join WA State Co Op to purchase permanent restroom, Permits issued, Award septic, order restroom, septic installation, restroom installation.
