MINUTES FROM THE REGULAR COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION

September 25, 2012

Approval of Agenda:  Commissioner Petz made a motion to approve the 9-25-12 meeting agenda. Commissioner Brazil seconded, unanimously approved.

 

Minutes: Commissioner Petz made a motion to approve the minutes of September 11, 2012. Commissioner Brazil seconded, unanimously approved.

 

Vouchers: Commissioner Petz made a motion to approve the Vouchers September (2of2)  $9,731.04. Commissioner Brazil seconded, unanimously approved.

 

Public Communication: 

Frank Benavente reported that after the 2012 ‘Celebrate Hoodsport’ event, most of the existing members & volunteers of the 2012 Hoodsport Community Events Assn. ‘bailed out’, planning was slow and things fell through.  Frank ‘stepped up’ and will continue to spearhead the association in anticipation of the 29th annual ‘Celebrate Hoodsport’.  The association will continue to encourage people to participate & needs volunteers.  The last group failed to renew the 5013C nonprofit status which is now in effect again.  There will be a possible ‘Shrimpfest’ in Hoodsport in 2013.  The Port of Hoodsport offered to help the association in 2012 and was therefore responsible for Public Safety and Traffic control. The Port hired State Troopers, County Sheriffs and an onsite tow truck.  The Port of Hoodsport will continue to support the ‘Celebrate Hoodsport’ annual fireworks event by allowing the Port dock to be used and will budget for the Public Safety and Traffic Control in 2013.  The date has been set for the next ‘Celebrate Hoodsport’ 29th annual fireworks event which will be held on Saturday July 6, 2013.

Andrew Spears, a local contractor who was the ‘high’ bidder from the General contractor/septic installation bid process.  He spoke about being leery of low bidders and their ability to do the job correctly without having problems in the future, use quality materials and pointed out the specs were vague and not precise with details on utilities, electrical, compaction, etc.  Commissioner Petz pointed out that there will be a meeting with the septic designer & architect to discuss all details once the bid is awarded. Commissioner Petz also reminded everyone the septic designer & architect will be involved on sight to observe & available to the contractor selected.  Andrew wants to see a quality job done for the Port for the least amount of money and keep it local.

 

Commissioner Reports:  

Commissioner Brazil visited three CXT Montrose restroom facilities in Puyallup.  He reported they were sturdy, concrete and indestructible with stainless fixtures.  He liked that nothing can be damaged.  The restrooms he visited were not heated; he liked the service door being on the front side of the facility.  Paint is the main maintenance solution to vandalism.  Commissioner Brazil ordered one ‘trail camera’ with a separate receiver that will download data directly to a computer and the camera can be locked out if stolen.

 

Port Maintenance Reports:

Dock repairs will start soon.  Repairs to the ‘bird wire’ and supports were done for the second time this year.  It appears vandals also bent all bird prongs above the piling supporting the Port of Hoodsport sign.  Surveillance cameras will be installed to record all activities on the Port dock. Commissioners agree whoever is vandalizing the dock will be prosecuted and made accountable for all costs to repair damages.  Maintenance is working with WSU 4H forestry group to fill in landing areas at the Hoodsport trail park with native seed to prevent erosion when it rains & eliminate noxious weeds.

 

Port Operations Manager Report:

The contracts with Oregon State & Washington State procurement offices are in order. Selections are being made for the CXT permanent public restroom facility.  Ben Carlson, Forester will be planting 17,000 seedlings (white pine, grand fir, sitka spruce, western hemlock & western red cedar), they will be planted between Thanksgiving and Christmas.  Commissioner’s 3rd quarter Activity logs are due.  A Christmas tree will be planted at the Port’s waterfront park in late November; the tree will be selected from Hunter Farms.

 

Budget:    Review of Expenditures/Revenue for the month ending August

 

Old Business:

 

  1. Discussion/Direction Regarding the Septic Design, Temporary & Permanent Restroom Projects: 

Septic Design:  Commissioner Petz & the architect are moving forward as per requirements made at the pre conference meeting with Mason County.

Permanent Restrooms:  CXT Montrose will be ordered.

Temporary Restrooms:  Up & running & being monitored.

Commissioner Petz summarized the current tasks in the process of the Permanent Restrooms.  Bid packages were reviewed on Thursday August 30th at 3pm. When a Contractor is selected, they will become the General contractor overseeing the septic system, the landing for the permanent restrooms, hook ups, plumbing and electrical.  The Permanent prefab CXT restrooms options are being selected & will be ordered with a 90 day timeframe. More information will be reviewed in the selection process for a General contractor.  The Commissioners need more information on the Montrose unit options before ordered.
