OF THE PORT OF HOODSPORT COMMISSION

Approval of Agenda:
Commissioner Brazil made a motion to approve the December 14, 2016 meeting agenda, Commissioner O’Laughlin seconded, unanimously approved.

Minutes:
Commissioner Brazil made a motion to approve the Regular Port Commission minutes of December 14, 2016; Commissioner O’Laughlin seconded, unanimously approved.

Vouchers:
Commissioner Brazil motioned to approve the following Vouchers for payment

December 1of1 totaling $6,328.08; Commissioner O’Laughlin seconded, unanimously approved.

Public Communication:
Michael Mann with Cyan Strategies, a Seattle based consultant in the field of sustainable and renewable energy made a presentation to the Port of Hoodsport Commission. Michael talked about the EVgo Electric Vehicle Car Charging stations and the organizations that offer numerous Grant programs with financing that comes from automakers who want to see purpose built networks with convenient high power charging locations providing the latest technology and consistent pricing for their EV customers. Commissioner O Laughlin stated having an EV Car Charging station will add to the Port of Hoodsport’s mission to support tourism and economic growth with partnerships such as PUD#1, IGA and West Realty to install a much needed fast car charging station along the Hwy 101 corridor here in Hoodsport. This type of a fast car charger typically charges a car in 25 minutes giving the driver time to peruse the downtown business area supporting local shops and restaurants. Bill Heil asked electrical questions regarding phases, amperage, overhead power and internet connections which will all be worked out by Kristin, her PUD#1 team and Hood Canal Telecommunications technicians using the EVgo specs. Bill asked if the unit had a cord or a receptacle that plugs in to the car. Michael replied it had a cord. Bill asked how to overcome the problem of theft, Michael said they send out a truck and replace the cord.

Michael said the key is to get the project shovel ready with cost, owners, developers & site costs. He said there was also a program through WSDOT due to their commitment to operate at the highest standards in the key highway corridors such as Highway 101. Kristin talked about a collaboration of a grant offered to western Washington clean cities groups through WSDOT and Volkswagen to create an electric highway. She stated she would like to see PUD#1 do an in-kind upgrade of power to the Port of Hoodsport & IGA for a fast charging station and asked Michael for guidance on help with the application. Michael said EVgo would like to be project managers and operators and that he would assist to manage the grant process and figure out the best way to put this grant together. Geri with IGA said people often connect an electrical cord to a regular power outlet at their IGA building and they really want to see a fast car charging station or two to accommodate EV customers.

Michael said, ‘the goal is to create an infrastructure to have fast charging stations at 40 mile intervals all around the Olympic Peninsula on the Highway 101 corridor filling the gap to provide clean energy state wide.’ The current focal point is the Highway 101 corridor coming down from Port Angeles, Port Townsend, Quilcene, Hoodsport, Union and Bremerton. Commissioner O’Laughlin said that he would like to see two EVgo stations and would like Mr. Mann and Kristin to spearhead this project with the assistance of the Port of Hoodsport to create a game plan since the Port of Hoodsport, PUD#1, IGA and West Realty are all in agreement to move forward.

Commissioner Brazil stated his concern about theft and said that the Port is considering a surveillance system pointing directly at the EV car charging station and would like to add this component into the grant package due to vandalism in this area. The Port Commission thanked Kristin from PUD#1, Geri from IGA, Bill Heil from Hood Canal Electric and Mr. Mann with Cyan Strategies for presenting this optimistic opportunity to have a GOOD Fast EV Charging station available to the Public along the Hwy 101 Corridor in Hoodsport.

Commissioner Reports:
Commissioner O’Laughlin pointed out that Senator Tim Sheldon is an elected official involved with Clean Energy in the Pacific North West and recommended that Michael Mann to come to the Port of Hoodsport to do this presentation.

Port Maintenance Reports:

Hoodsport Marina, Dock & Waterfront Park: B. Osborne said the Kiwanis put the lights up on the structure around the maple tree for the town Christmas tree and that someone broke off the steel cover to the power outlet next to the planter. He recommends upgrading the panel. He also would like to change the light fixtures on the end of the dock to LED lights which may also need an upgrade to the service panel. The flower basket plant request was too late for the prison as they like to get orders by August for their greenhouse project. Commissioner O’Lauglin will check on costs through Costco in addition to the 10 giant flower baskets ordered through the Chamber.

Public Restrooms: The electronic door locking system will be repaired as soon as the steel plates are powder coated, the parts should be in soon.

Hoodsport Trail Park: B. Osborne did work on the kiosk to repair the damage from where the tree fell in the wind storm onto the kiosk. He reported that people were dumping their household trash in the trash cans.

Port Operations Manager Report:

K. Wyatt emailed and gave a hard copy of the State Auditor’s Assessment Audit Report letter to the Commission. It stated there were no irregularities in the conduct of the Port of Hoodsport business and can be publicly found online. K. Wyatt received a Bid from Kimber Construction on the repairs to the dock from the wind and wave damage in the October storm. K. Wyatt is waiting for two other bids in accordance with the Port bid requirements for the dock repair. This damage report has been turned in to the Ports insurance company. The Port of Hoodsport has a balanced budget to sustain its current assets and future projects and is looking for ways to subsidize rising and unsuspecting costs such as supplies for the public dock, public restrooms, the water front park, Hoodsport trail park, damage, theft, vandalism and regular maintenance to keep all facilities safe and clean for the Public. A form was sent by Mason County Treasurer for signature by all Qualified Public Depositories, the Commission signed the letter. 4th Quarter Payroll sheets were turned in by the Port commission and will be submitted for the end of the 2016 regular Port Commission meetings.

Budget:     The Port of Hoodsport reviewed the November Financial Statement.
