MINUTES FROM THE REGULAR PORT COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION June 13, 2018

Call to Order: 9:00am     Adjourned: 10:15am

Meeting Held at:    Port of Hoodsport 24113 N US Hwy 101 Hoodsport, WA

Roll Call:

Approval of Agenda:
Commissioner Brazil made a motion to approve the agenda as written, Commissioner Petz seconded, unanimously approved.

Minutes:
Commissioner Brazil made a motion to approve the Regular Port Commission minutes Commissioner Petz seconded, unanimously approved. Commissioner Petz retracted his comment to edit to the May 30th minutes

Vouchers:
None to approve

Public Communication:
Jan Morris asked if the dock was repaired and ready for the Fjordin Crossin. Commissioner Petz said, yes the dock repairs are done. Jan said instead of asking each vendor to provide a certificate of liability she would like to use her insurance which would encompass all participants involved on land and Kerry from Hood Canal Adventures insurance certificate to cover everyone on the water. Commissioner Brazil made a motion to accept using the two insurance liability certificates proposed by Jan for the Fjordin Crossin event, Commissioner Petz seconded, it was unanimously approved.

Commissioner Reports:
Commissioner Petz said in regards to the septic drain field after the last meeting, Commissioner O’ Laughlin and S. Lindgren walked up to the drainfield, it was dry. Commissioner O’ Laughlin decided to call the County for a temporary opening of the public restroom. The County told him to contact septic professionals to go through the system following the County’s instruction on exactly what to do before opening the restrooms. B. Sund checked the tanks, pumps, and panel, regulated all pressure ports to pressurize and equal out the system. The alarm went on, it was pumped down and put back into auto position to be in compliance they put another check valve in and may be putting in another curtain drain so water does not come from above and go around the leach field when it rains a lot. They will be checking the cycles then coming up with a plan of action once they have observed what the system is doing. Commissioner Brazil was contacted by the Fire Wise Committee at Lake Cushman who reported that someone said there was a fire burning at the upper parking area at the Hoodsport Trail Park. They suggested signs and fines for fires be posted. He said they have found the biggest offenders to be the campers at the Dow Creek campground. Lake Cushman has strict rules that do not allow fires or fireworks. B. Osborne said the fire was conducted by the port maintenance to get rid of brush that was cut to create a space for the new gazebo. The fire was very controlled, there was water, it was monitored and fully put out. B. Osborne said in the future maintenance would contact Fire Wise to notify them of controlled burns. Commissioner Brazil asked K. Wyatt to make and laminate signs to be posted at the kiosk that say, No open fires, No fireworks.

Port Maintenance Reports:
Hoodsport Trail Park: The Gazebo that the Lion’s Club donated to the Port for its upper parking area at the Hoodsport trail park has been re assembled. B. Osborne is working on the trail signs that should be ready to put up soon.

Hoodsport Marina, Dock & Waterfront Park: The dock repairs have been completed and look great. The grass and flowers look fantastic. Someone stole the plants and flowers from one of the planters by the shed. No fireworks signs have been posted along the waterfront park.

Public Restrooms: Currently closed to the public by the County environmental health. The floor was repainted. B. Osborne will change the setting on the magnetic door locking system to hours approved by the County once it is open.

Port parking/maintenance shed: Household trash is regularly being left in all of the trash receptacles at the port restroom, waterfront park area and by the Port dumpster.

Port Operations Manager Report:
K. Wyatt said the dock repairs have been completed. K. Wyatt has not been in contact with Morgan Rothrock and will continue to get an update on the disc golf park. K. Wyatt will send out an email with the minutes attached from the Pedestrian, Traffic safety workshop held in April to all of the participants and a reminder that the port and community want to move forward with the workshop to formalize a transportation plan to anticipate traffic calming devices at both ends of Hoodsport. K .Wyatt will also request WSDOT put in a traffic counter to gather statistics that may be needed.

Budget:     The May financial statement was reviewed
