Commissioner Benavente reported that the Port has partnered with the Business Association for a Parks Department grant in the amount of $50,000. The Port would provide a $10,000 cash match, and the Business Association’s match would be an in-kind contribution in excess of $17,000 for M&O. The Parks Department Advisory Board put our request in the first position by two points, but they have another meeting before making their final recommendation to the Mason County Commissioners.
The proposal is attached to the Pumpout and the Master Plan. We’re looking at a “black box” system on the water side of the highway. It would likely exceed the grant amount, but there are other grants that we could apply for to make up the difference.
Don LeMaster stated that this is a priority in the public’s viewpoint, and it’s a project that we could complete with a positive impact. He added that we have the option to put it across the street, which would work better with a standard septic system design.
Commissioner Benavente expressed concern about timing issues – how we get to completion from where we are now, and how much time it will take. He believes that we should get someone in to do a feasibility study so we would be ready when grant money comes in.
Commissioner Young suggested that we could tie it in to the pumpout until the wastewater system comes in. That would require more frequent pumping, which would be costly. We should look at the cost of a septic vs. long-term pumping of the 1,500 gal. pumpout holding tank. Don LeMaster added that a typical septic system would cost at least $8,000.
Commissioner Patterson asked what capacity we are looking at for the restrooms. Commissioner Benavente replied that it would depend on what we could afford and what the anticipated usage would be. Anything is an improvement on what we have now.
The first question that we have to answer is which side of the highway it should be put on and why. The consensus was that we should look at our Small Works Roster to see who might give us bids on a design. If we don’t have enough appropriate contractors we could call the WPPA to see who is on their roster. We would need three bids.
New Business
Dennis Craig Memorial/Recognition
Commissioner Benavente said that the Business Association is recommending a memorial connected to the Lilliwaup staircase, which Dennis was instrumental in completing. Commissioner Young suggested that this should be a combined effort of the Port, the Business Association and the Lilliwaup community. Don LeMaster said that he would have the Lilliwaup Community Club and the Business Association draft letters of request to the Port, which could be attached to a letter from the Port requesting a memorial.
