Executive Advisory Board MEETING

july 11, 2007

Old Business

Dennis Craig Memorial

Don LeMaster asked if we had received the letters from the Lilliwaup Community Club and the Business Association regarding a memorial for Dennis, which we haven’t. He will follow up with them. Commissioner Benavente said that he ran into someone from the Parks Department who does this type of work. He indicated that the dedication would be a simple process, but renaming the park, while it can be done, would be a long process.

Restrooms

Don LeMaster asked if we’ve had any contact with septic designers. Commissioner Benavente responded that we haven’t, but that he met with John Keates, Parks Department Director, to look over the site and explain our plan and pumpout design. Mr. Keates thinks that it’s a good project, and that Commissioner Benavente thinks he will recommend approval of the grant to the County Commissioners.

Commissioner Benavente also emailed information on the black box system to the pumpout designer. We still need a feasibility study and will have to go through the county permit process again for a septic design.

Commissioner Young gave a summary of his meeting with Debbie Harper, U.S.D.A. Their grant program fits very well with our projects, and includes grants for planning and capital facilities. They are federal grants. They also have a 40-year loan program for which we would be eligible. Ms. Harper indicated that she would be happy to help us to write the grant, which would give us a more successful outcome.

Don LeMaster recommended that we contact Ms. Harper to begin writing a grant for a feasibility study on the restroom project, to include long-term cost management. Commissioner Benavente said that he has been questioning whether we should do the feasibility study for only the restrooms or for the entire Master Plan. Commissioner Young suggested that we could break it down into three separate projects and grants.


 

Dock Repair

Don LeMaster asked what shape the dock is in. Commissioner Patterson said that the joint at the end of the float isn’t going to last the winter. Although he thought they had replaced the bolts, he said that there are no bolts there now. We sent a letter to Hurlen Construction asking that Wil Clark or his representative attend our next meeting to discuss the status of the repairs. We know that they put in 34 billets, but we don’t know what else was done. We haven’t paid them yet.

There was some discussion about the safety of the dock, or at least that portion of the dock. Commissioner Benavente said that he would take a look at the float. If it appears to be dangerous, he suggested that we post a warning sign or put up some flags. Commissioner Young asked at what point we would make the dock off-limits to the public. This is a public facility operated by a public agency, which brings with it liability. We don’t want anyone to get hurt. The next step is to get a Hurlen representative out here to give us a status report. Commissioner Patterson will follow up with them.

Hoodsport Master Plan

George Fisher asked if we could have Debbie Harper look at our entire plan to determine which projects could be coupled for funding. Commissioner Young responded that she took away a copy of the entire plan, and that she is aware of all of our proposed projects.

 

New Business

Tribal Representative

Tom Longshore is no longer on the Tribal Council, and hasn’t attended an EAB meeting for quite some time. Commissioner Benavente suggested that a letter be sent to the Tribal Council to see if they would find a new representative for the EAB. Carol will draft one.

Commissioner Benavente asked if anyone knew why other EAB members haven’t been attending meetings. It was suggested that they are all busy. Don LeMaster will contact some of them to encourage them to attend the meetings.

Property Acquisition

Don LeMaster stated that he needed another Executive Session with the commissioners to get a clearer understanding of the direction he should be taking. Commissioner Young will be out of town from July 24th to August 9th, but will see what he can work out.

There was some discussion about the new flags in town. They look good, but some of them are hard to see.

 

Having no further business, the meeting adjourned at 9:02 a.m.
