Approval of Minutes
Don LeMaster made a motion to approve the minutes from November 12, 2008 meeting.. Motion was 2nd by George Fisher. Motion was approved unanimously.

Old Business
1. Discussion about the Retreat product analysis was delayed in order to find documentation. The Board went to the second item on the agenda.
2. Discussion took place regarding the proposed Port newsletter. Executive Director McEachin explained to the Board that the work product before them was done by Ron Harrell, but Ron is in the hospital and it isn’t known if he will be able to complete the job. Executive Director McEachin asked the Board for any changes they might wish to make. There were several suggested changes as follows: Put the Port logo at the top, the name of the publication should be “Port Tide”, color should be brighter, fix typo’s in paragraph one and edit redundancy regarding EAB, make it a tri-fold with a column style more like a bulletin, not a newsletter, first publication to go out in January, not December. Executive Director McEachin will be checking with other printers to see what their costs might be to complete the project. Allowing others to piggy back in the publication was discussed, but the majority in previous discussions already said no. Don LeMaster brought up the importance of getting the Journal to put Hoodsport news all together like they do Belfair. Don, Dick Patterson and Mike Purvis will be meeting with the Journal to discuss that possibility.
The Board went back to discuss the first item under Old Business, 4th priority strategy out of 100. Barbara Levette put forth that the 4th priority is advertising/newsletter. The Port has already completed a brochure in that effort.
New Business:
Don LeMaster explained to the EAB and PDA members present the background and purpose of the PDA. They were chartered under the Port in 2003. It is a public organization formed to do projects that the Port can’t enter into. At the beginning, there was lots of activity, but with the passing of the chair, things slowed considerably. Several meetings have been held since Don became chair. They have identified tasks such as parking and working with the County to make the Hoodsport area UGA (Urban Growth Area). It is hoped that the County Commission will have the UGA issue on its agenda in January. Don added that he felt the Port should increase its taxing authority. It would be difficult and require a public vote, but educating the public would help. Chuck Engel added that the PDA is also important because they can work outside the Port’s jurisdiction. Mike Purvis remarked that he felt the public wants the Port to serve them and that they weren’t interested in seeing the Port running an industrial site. Dick Patterson added that the Port is the only authority in the area that can do things such as apply for grants. Don remarked that the EAB and Port have worked very hard to get all organizations to participate and getting the facts out timely is very important. Terry Veitz stated that the EAB should find out when the County’s master plan is due for an update and make sure Hoodsport is better represented in the master plan. Don told the members that the PDA Ordinance and Charter are on file with the Port and anyone may request a copy. Chuck Engel stated that the Charter for the PDA must be renewed by March 2009. The PDA will meet on Wednesday, December 17th to look at any changes they may wish to make for the renewal.
