Executive Advisory Board MEETING

September 12, 2007

Approval of Minutes

Don LeMaster made a motion to approve the minutes from the Executive Advisory Board Meeting on August 8, 2007.  The motion was approved unanimously.

 

Old Business

Pumpout

Commissioner Benavente reported that the property has been posted with signs indicating the public comment procedure and time frame.  A hearing for the Substantial Development Permit should be conducted sometime in November.  A representative from the Port who is knowledgable of the project should attend the public hearing. 

Mr. LeMaster was wondering why a Substantial Development Permit is even required and how does Mason County determine when a permit is required.  Tammy Wright with the Planning Department is the contact for this project.  He feels the county’s process is conflicting and would like an explanation from the county on why a permit is required.

Received notice from WSDOT that any work in the Highway 101 right of way would require a Right of Way permit through the State.

Solicitation of Bids should be done for the septic work, water piping and connection and the electrical portion of the pumpout project.  Three bids have already been received for the pumpout.  However, the contractors should be contacted to see if the bids are still current.  A new Solicitation of Bids shall be developed and packets put together for solicitation off the Small Works Roster.  Bid submittal should have a 45 day turn around.

Dock Repair

Commissioner Benavente reported that work still needs to be completed on the dock brackets.  Due to the level of activity on the docks, he has been unable to inspect the area.  However, he feels that there should be an opportunity between now and December to get the measurements completed.

Mr. LeMaster indicated that we should be able to pay for the hiring of an individual to help make repairs to the dock.

Moorage Fees

Mr. LeMaster asked if the moorage fees are being paid.  The Port has collected $360.00 since May.  There are concerns that people are not paying the moorage fee as it is based on an honor system.  If there are obvious offenders, there are reminder notices that can be posted on the offending vessel.

Dog Potty

More doggy bags have been ordered for the dog potty station.  The bags are being used; however, there still appears to be dog droppings on the dock.  Bags are apparently being used for something else.

 

New Business

Commissioner Benavente asked Mr. LeMaster how activity has been with the EAB.  Mr. LeMaster indicated that it has been lax.  Commissioner Benavente suggested that a letter be sent to the local community organizations soliciting for additional members and Mr. LeMaster thought it was a great idea. He recommended that the Port go ahead with the letters requesting a representative from each group. Commissioner Benavente added that he will extend the invitation to the Tribal Council in person.

 

Tall Ship

Mr. LeMaster said that nothing appears to be happening with the Sultana. Commissioner Benavente shared information on the Wiwona, which is currently in Lake Union, but may be looking for a new berth. He gave the information to Chuck Engel to make inquiries. The Wooden Boat Association in Port Townsend would probably be willing to work on the Wiwona.

 

Having no further business, the meeting was adjourned at 8:36 a.m.
