Open Items – Hoodsport Vision
Greg York distributed copies of their proposal, which is divided into four parts: Research, Brainstorming Session, Summary of Recommendations and Report, and Concept Master Plan Graphic. The process normally takes 4 to 6 weeks.
Commissioner Young asked for clarification that the end product would be a concept map that goes 20 to 30 years out and includes Foothills Park. Mr. York responded that it would. They would start from our Comprehensive Plan and give us 3 or 4 clear options with the steps to get there. Paul Sorensen will be on the team and he is great at marketing. He knows what will sell in a particular area. As part of the plan, they will identify some avenues that will produce revenue along the way – a multi-pronged attack where some revenue flow begins early in the project.
Commissioner Young stated that we would have to get public input after we have the concept map to make sure that we have public support to go forward. He also pointed out the 1½% interest after 30 days, and asked if that can be changed to 45 days, since the county warrant process can take extra time. Mr. York and Mr. Jose said that would not be a problem.
Commissioner Benavente asked if 40 hours of research wasn’t a lot for our small project. Mr. York responded that he would be in Hoodsport for a full day to visit each potential site and to gather documents such as plat maps and any current engineering studies that we may have. He would take that information back to his office to prepare materials for the brainstorming session.
A question came up about whether or not we had considered going south instead of north. We want to support and enhance our current businesses, so we don’t want to move further away from them. The properties behind the businesses are zoned commercial, so we wouldn’t have to worry about zoning changes.
Commissioner Young indicated that the commissioners would review the contract in Executive Session and make a decision then. Mr. York indicated that his schedule is flexible for the next 6 weeks. We will need a small works roster unless they already have one with the WPPA.
Approval of Minutes
Commissioner Benavente made a motion to “Approve the minutes from the regular meeting held on December 27, 2006 as presented.” The motion was approved unanimously.
Approval of Vouchers
Commissioner Benavente made a motion to “Approve vouchers for Per Diem for Commissioner Patterson in the amount of $420; Mason County Auditor for the cost of publishing a resolution in the amount of $32 and for 4th Quarter Warrant costs in the amount of $20.09; WPPA for annual membership dues in the amount of $300; and Michael Wittenberg for accounting services in the amount of $250.” The motion was approved unanimously.

Moorage Fee Implementation
Commissioner Benavente brought a catalog with kiosks that we could consider for a pay station. It was decided that we would just go with the collection box and signage on a 4X4 for now and that Ron could put them in. Carol has ordered the collection envelopes and they’ll be ready next week.
Commissioner Benavente suggested that we look at a pet waste station, which they also have in the catalog. Since they only cost $298 for the entire unit, a motion was made to “purchase a pet waste station for the waterfront park.” The motion was approved unanimously.
We need a sign at the top of the ramp and one at the top of the dock near the roadside. The signs should indicate the amount of the fee and where to pay. We can get waterproof signs at the sign shop in town. If we add plywood backing, they should be durable. The sign at the top of the ramp will say, “Moorage Fee Pay Station Ahead” and should probably have 3” lettering. The words Pay Station should be in red, with the remainder of the sign black lettering on a white background. Over the pay station, the sign should read, “PAY HERE $10.00.” The pay station should be to the left of the walkway. Commissioner Benavente will go to the sign shop and get their recommendation on design and possible changes in color.
Carol will update our web site to include the moorage fee, the resolution to adopt the fee and the policies.
Kiosk
Commissioner Benavente reminded the commissioners that we have $5,000 in our account that was donated by the bank for a kiosk. The kiosk was to be tied to tourism, to be placed in Hoodsport, and would give credit to the bank. The county has $10,000 for kiosks and we could pool our resources with theirs. They want a consistent look, but don’t have a current design.
The original plan was to put a 10X10 or 10X12 kiosk in the area south of the port-a-potties, and we were to pay $2,000 for an easement. Commissioner Benavente thought that the easement cost might be negotiable. Duane, from Lumbermen’s, was going to do the project with the help of the Kiwanis club, and they may still be willing to help.
Commissioner Patterson was in favor of either making it part of the marina plan or referring people to the Visitor Information Center (VIC). Commissioner Benavente pointed out that the VIC has limited hours of operation and isn’t always open when tourists are in town, and that we should have tourism information available all the time. Commissioner Young added that the Port Commissioners approved the kiosk about 2 years ago, and that we just need a person to manage the project. He or Commissioner Benavente will talk to Duane to find out if he is still interested in participating.
DNR Lease
Commissioner Young does not have a copy of the draft lease. Commissioner Benavente has asked Don Olmsted to send copies to us.
Tacoma City Light
Carol got plat maps from the assessor’s office and they show that the boat ramp is outside our Port boundaries. As a result, we cannot go forward with acquiring it.
Individual Commissioners’ Reports
Commissioner Benavente had nothing to report.
Commissioner Patterson reported that the caps for the pilings have been ordered and are on the way. He feels that they had to have been torn off and that we’ll have to keep replacing them. He also said that the new garbage cans do have handles, but that they are inconvenient to reach. They are working the problem with Mason County Garbage.
Commissioner Young reported that the RTPO projects have been prioritized and the plan has been finalized.
Correspondence
Aside from a seminar invitation, we received an email from the Lake Cushman Maintenance Company asking about our cell tower. No one knows anything about it. Commissioner Benavente said that there was some discussion a couple of years ago about a cell tower, and that PUD 3 was asked if they were interested in pursuing it. No response was ever received. Commissioner Young will do some research and respond to the email
We haven’t received a response to our letter to the Parks Department regarding the Hoodsport trail. Commissioner Benavente will follow up on that.
Since we are in a new year, we have to update our Small
Works Roster. Carol has done that and will put a legal notice in the paper for
two weeks.

Following the Executive Session, a motion was made to “accept the proposal by Art Anderson Associates to provide master planning services to the Port pending successful negotiation of the contract and review of current contracts.” The motion was approved unanimously.
