MINUTES FROM THE REGULAR MEETING

OF THE PORT OF HOODSPORT COMMISSION

April 22, 2009

Approval of Agenda: Commissioner Hamlin made a motion to approve the agenda

for April 22, 2009 as submitted. Commissioner Benavente made the second, passed unanimously.

 

Public Communication:            None

 

Commissioner Reports:

Commissioner Benavente: Reported that he attended the historic preservation meeting. Consultants are doing an inventory of Highway 101 regarding historical preservation and there may be a potential for Hoodsport to be included as a historical district. He attended the EDC luncheon. He also attended the Shelton All Ports Meeting in which consensus was reached regarding many issues common to all Ports. Commissioner Benavente stated that his concerns are permitting costs and public access to the permitting processes. He also stated that the County  Shoreline Management Plan update for 2012 is upcoming and he feels the Port should be included in the overall plan. He also attended the Hood Canal Coordinating Council meeting and Hood Canal Events Association meeting. He also stated that he is concerned about the amount of trash building up in the Hoodsport Trail Park area.

Commissioner Hamlin reported that the Lake Cushman Maintenance Company has requested to receive information brochures that tell what recreational facilities are available in Hoodsport. Commissioner Wyatt suggested that Commissioner Hamlin ask the VIC to provide that information to them.

Commissioner Wyatt: Had no report.

 

Executive Directors Report:

Executive Director McEachin reported the following: He provided the Commissioners with copies of the monthly Profit/Loss statement. He has confirmation from the State Auditor that all previous concerns regarding executive sessions has been addressed adequately and differences between the County and Accountants financials have been resolved satisfactorily. He received a letter from PUD in response to the letter he sent regarding the sewer system. The PUD representative would like to meet with the Commission so the Exec. Dir will schedule a meeting and include the EAB. Commissioner Benavente requested that the ED determine if the present crosswalk from the Port dock to the new grocery store across the street is in need of repainting and to also look into the possibility of getting another crosswalk designated.

 

Consent Agenda:

Minutes: Commissioner Hamlin made a motion to approve the April 8, 2009 minutes as submitted. Commissioner Benavente made the second, passed unanimously.

Vouchers:

Commissioner Benavente made a motion to approve voucher 4-2, pages 1 and 2 as submitted. Commissioner Hamlin made the second, passed unanimously.

New Business:

1. Discussion/Direction regarding Mason County  temporary outdoor public events amendments: Commissioner Benavente explained the background of the 1980 Ordinance and that restrictions were being looked at. He has attended several meetings to look at the current Ordinance line by line. He stated that the current language is unacceptable due to the restrictions which will impact events. The Committee he is working with plans to make a proposal of amendments to the County that will enhance events and tourism. There is an upcoming hearing at the County in which they hope to make their proposals.

Commissioner Benavente made a motion to have a letter of support sent from the Port of Hoodsport to the County.  The letter should state our position, that there should not be restrictions on events Temporary Events conducted in the County due to the impact on tourism in our area. Commissioner Hamlin made the second, passed unanimously.

 

2.Discussion/Direction regarding the Schooner Merrie Ellen utilizing the Port of Hoodsport dock for tourism activities: Commissioner Benavente explained that the local events committee has contracted with the Schooner to be in Hoodsport June 28, 2009 - July 5, 2009. Commissioner Wyatt asked if the Port is covered by insurance for such an event. ED McEachin stated that the Port is covered by its current policy. It was also stated that the Schooner should supply the Port with proof of insurance. Commissioner Hamlin made a motion to approve the event request as stated. Commissioner Benavente made the second, passed unanimously.

 

3. Discussion/Direction regarding cost estimate process from Pacific Northwest Trail Association regarding Hoodsport Trail Park repairs and maintenance: Commissioner Benavente reported that this is a non-profit organization and they will be sending the Port a cost estimate for some of the programs they offer. He added that the 4-H club also does some projects at a very minimal cost. They have offered to clear the entire trail and make interpretive signage. David Beers has offered to restore the broken bridge for $500.00 and for an additional $500.00, he can make benches from down trees. Another person has expressed interested in the wood from down trees in exchange for work on the trail/park area. Commissioner Wyatt mentioned that the Kiwanis would also like to take the wood out and turn it around for the benefit of kids. There was a consensus of the Commission that Commissioner Benavente get a proposal from David Beers for bridge repairs and to get a proposal from the 4-H club for trail cleaning/signage.
