OF THE PORT OF HOODSPORT COMMISSION

Approval of Agenda:
Commissioner Petz made a motion to approve the 1-21-15 meeting agenda with a modification to add under the Commissioners Report an Email from the County Commissioners office regarding a position available on an advisory committee with regard to the Mason County Transportation plan. Commissioner Brazil seconded, unanimously approved.

Minutes:
Commissioner Petz made a motion to approve the regular port commission minutes of December 10, 2014. Commissioner Brazil seconded, unanimously approved.

Vouchers:
Commission Petz made a motion to approve the Vouchers of December 2014 1of1 in the amount of $6,151.16 & 2of2 in the amount of $2,439.20 Commissioner Brazil seconded, unanimously approved.

Public Communication:

Commissioner Reports:

Commissioner Petz shared an email received from the Mason County Commissioners regarding a position on the advisory committee for the Transportation Improvement Plan and as discussed by Commissioners Petz and Brazil, there are currently no significant transportation issues; however Commissioner Petz will take a look at the current transportation plan. Commissioner Brazil took a walk down the Port dock at the Marina and noticed the dock severely sagging on the North end of the boat slips after the recent big storm which resulted in significant damage. Commissioner Brazil spoke to the local fire chief Satterfield about the rules and regulations on whether it was mandatory to run a fire line all the way down to the floating dock and underneath it, Chief Satterfield said they are trained to take a fire hose the distance down the ramp and could connect to the water line at the end of the walkway and in his opinion, the Port did not need to run fire lines down to and under the floating dock. An email from Commissioner O’Laughlin was discussed regarding a student from South Puget Sound who needs 20 hours of volunteer/conservation work for an Environmental Science course; he would like to put in the 20 hours at the Hoodsport Trail Park. B. Osborne said he could use the help in late spring with trail maintenance or putting up trail signs.

Port Maintenance Reports:

Hoodsport Marina & Waterfront Park: Upon investigation, B. Osborne suggested calling the company who repaired the dock to check underneath the sagging slips and check if the floats sank or detached. K Wyatt will contact the repair company to inspect the floats. B. Osborne said the Kiwanis took down the Christmas tree structure, lights and candy canes; they will store them until next year.

Public Restrooms: B. Osborne reported someone has been smoking a lot in the public restroom and leaving the butts lying on the floor. K. Wyatt will email caulking specs to B. Osborne so he can repair the leaky roof at the seam in the restrooms.

Hoodsport Trail Park: The trail park is closed for winter and the gate is locked. B. Osborne said he noticed lots of cars parked on the outside of the gate. Limbs still need to be cut from the tree by the outhouse at the trail park and the SE corner needs to be identified, K. Wyatt will make contacts to remedy both issues.

Port Operations Manager Report:

K.Wyatt handed out the end of year booklet provided by the Ports insurance company for the Commissioners review. There will be an election to fill one of the Port Commissioner positions in 2015, the Port commission history was verified by the Commissioners and the questionnaire was filled out by K. Wyatt and will be returned for a candidate filing. K. Wyatt presented the email that was previously discussed regarding a student who wants to volunteer for school credit. K. Wyatt had a conversation with the local fire Marshall Jeremy Hicks to discuss required distances from actual fireworks mortars to the Public. Mr. Hicks stressed distances varied according to the size of the mortars and when the fireworks company applies for the permit, the fire Marshall will give them the parameters verifying the distance needed and if the Port dock will be too close to the public, an option would be to fire them off of a barge. K. Wyatt produced the State Auditors bill for discussion because the Port did not budget for an accountability audit, the Commissioners asked K. Wyatt to call the WPPA to see if that was a standard rate small ports were charged for the Accountability audit. K. Wyatt was tasked to call WSDOT to find out what was involved in punching in another access off of State Rt 119, it was discussed and B. Osborne said it would create two times the work in maintaining. Commissioners Petz and Brazil agreed the Port cant budget for additional expenses and it may be better to expand on the current parking area. K. Wyatt verified online courses that will certify elected officials on the OPMA & Record Retention Act and will send an email link to the Commissioners.

Budget:
Review of Financial Statement for December 2014 Ending Balance $110,468.10 Investment Account Balance $266,952.17

Old Business:

An interest in Canopy Tours will be investigated further to determine the feasibility of this sport in this area. Disc Golf will also be examined as it has become a popular sport. Both of these sports could bring tourism, local jobs and revenue to the Hoodsport area. Extending the hiking trail from Hoodsport Trail Park to the Foothills Park is being explored. Ongoing discussion, fact finding, exploration and research continue regarding Canopy Tours, Disc Golf and Trail Extension. Research and consultation is ongoing to determine steps on acquiring a walking trail extension from the Hoodsport Trail Park through DNR property, through the Foothills into Hoodsport. There will be an Amendment of the Comprehensive Plan.
